POSITION TITLE:                  Accountant

The position could be part-time or full-time depending on your qualifications.

PAY RANGE:                Minimum $17.63 - $22.03, DOQ

GENERAL PURPOSE:

Performs a variety of working level professional accounting duties related to recording, tracking and reporting daily financial transactions for agency funds.

ESSENTIAL FUNCTIONS:

Promotes and follows the agency’s mission statement, values and expectations.

As may be assigned, records and maintains general ledger accounts of the agency; keeps general ledger in a timely and accurate manner in order to reflect actual financial activity and position of the agency; records and posts journal entries; balances and reconciles general ledger accounts to subsidiary ledgers or accounts; reconciles bank statements; adjusts and makes corrections to general ledger accounts as needed to remedy errors or omissions; updates general ledger information monthly or as needed.

Coordinates account recording efforts with clerks to record data and maintain subsidiary ledger system; helps assure accuracy and timeliness of recorded information; performs assigned reconciliation of subsidiary information to the general ledger; on assigned areas, reviews work performed by others which affects ledger and account balances, assures accuracy and makes corrections or adjustments in subsidiary ledger systems.

Helps prepare regular and special financial reports (such as consolidated annual financial report, annual budget document and various monthly financial reports: to aid Executive Committee in decision making; researches and assembles financial information.

Assists Chief Financial Officer with internal audit functions; gathers information, interviews, inspects counts, etc. as assigned or delegated; coordinates with external financial auditors, providing working papers, schedules and information as requested; coordinates field testing of financial records.

Assists with agency asset control program; assures that all equipment and assets are properly identified and assigned to proper departments; assures integrity of asset accountability by performing periodic asset audits and updates related records as needed.

Performs related duties as required.

MINIMUM QUALIFICATIONS:

 

1.           Education and Experience:

Graduation from college with a bachelor’s degree in accounting;

AND

Two (2) years of responsible experience related to above duties; preferably in a governmental accounting environment;

OR

An equivalent combination of education or experience.

2.           Knowledge, Skills, and Abilities:

Working knowledge of generally accepted accounting principles (GAAP), practices and procedures; municipal organizations and department operations including applicable laws and regulations; internal control principles and methods of application; the Uniform Municipal Fiscal Procedures Act; budgeting, accounting and related statistical procedures; computer accounting applications and various software programs; business and technical writing; operation of standard office equipment; mathematics and intermediate governmental accounting; interpersonal communication skills and telephone etiquette; public relations.

Ability to analyze a variety of financial problems and make recommendations; analyze complex accounting problems and make standard adjustments; operate various types of standard office equipment such as 1- key calculator, keyboard, etc.; operate personal computer in utilizing various programs to produce or compose formal documents, reports and records, charts and graphs; communicate effectively verbally and in writing; develop effective working relationships with supervisors, fellow employees, and the public.

3.           Work Environment

 

Performs in a typical office setting with little or no occupational hazards.  Tasks require a variety of physical activities, requiring frequent walking, standing, bending, lifting, stooping, sitting, reaching, talking, hearing and seeing.  Common eye, hand, finger dexterity required to perform essential functions.  Moderate mental effort and memory for details, verbal instructions, emotional stability, discriminating thinking, and creative problem solving.  Periodic travel required in normal course of job performance.  Work location inside; moderate overtime; daily contact with high-profile individuals.  Moderate pressure and fatigue.
