GIS Analyst

PAY RANGE:           $20 to $25 – DOQ

The GIS Analyst will be responsible for the development and maintenance of UTOPIA’s Oracle geodatabase.  The qualified individual will add new data, provide highly detailed maps, develop/integrate new processes and provide GIS assistance to all UTOPIA employees as needed.  The GIS Analyst will also be the primary contact for GIS related questions for UTOPIA.


In the role of GIS analyst, incorporate data from a variety of sources and convert to various file types. Perform routine GIS functions and analysis. Juggle multiple projects with varying deadlines. Candidate must be highly knowledgeable of ESRI ArcGIS Desktop and Server software, Excel, HTML, and SQL. Develop new web map applications using ArcGIS Server with the javascript api. Be able to train staff and users how to use new applications you create. Use remote sensing and imagery interpretation skills. Demonstrate sound cartographic techniques and be able to produce large quantities of maps. Automate GIS tasks by writing Python scripts. Locate and troubleshoot problems relating to virtual fiber optic infrastructure database. Become familiar with industry specific terminology, symbols and processes. Create new models for integration of new data features. Assertively pursue data from various public resources and develop friendly relationships with municipal employees.

In the role of Construction Inspection, participate in meetings to discuss construction details and resolve issues with contractors and other agencies. Conducts on-site inspections of construction work in-progress and maintains daily job condition reports and records of materials and quantities used.


  1. Education and Experience
  • Bachelors or equivalent work experience in GIS, geography, information systems or related field
    • 1+ years experience working in GIS and the ArcGIS suite
    • 1+years experience working with GIS web applications using javascript or FLEX api
    • 1+ years experience working with telecommunications infrastructure – fiber optic infrastructure a plus
    • 1+ years experience working with GIS data
  1. Knowledge, Skills, and Abilities
  • Experience with AutoCAD
  • Experience with Python and HTML programming, SQL scripting
  • Knowledgeable of Microsoft Office, Google Earth and database platforms (Oracle)
  • Ability to work with speed and accuracy to meet deadlines.
  • Able to pass a pre-employment criminal back ground check and drug test
  • Excellent communication and presentation skills
  • Creativity to manage new and evolving projects
  • Possess a valid Utah driver’s license and be insurable

  • Must have 20/20 or correctable vision. Must be able to see colors as defined in an Ishihara color test.
